Full Dividend Tax Cut Unlikely

The Bush administration has proposed the elimination of the
taxation of stock dividends, but securities analysts and economists
think that the proposal will probably not make it through Congress and
could be seen merely as a bargaining position. Life industry consultant
Mathew Greenwald says that the proposal would have an impact on sales of
fixed annuities and that product innovators could develop an instrument
